Overview
As Project Engineer – Quality Assurance, you will play a key role in ensuring the successful delivery of telecom infrastructure projects across Helios Towers DRC. Reporting to the Project Manager, you will be responsible for translating approved project scope into executable site activities, ensuring full compliance with Helios Towers’ Quality, Technical, and Health & Safety standards.
You will oversee subcontractor performance, ensure accurate implementation of Project Design Packs, and drive quality assurance across tower, power, and layout installations. Operating across Kinshasa and provincial regions, you will contribute to safe, high-quality project execution while supporting continuous improvement within the Projects function.
Role Responsibilities
As a Project Engineer – Quality Assurance, you will be responsible for:
• Ensuring that project scope is accurately reflected in the Project Design Pack (tower, power, layout) and approving executable design packs, including Bill of Materials (BoM) and Bill of Quantities (BoQ).

• Validating conformity of designs with Helios Towers Technical Specifications, Installation Manuals, and customer requirements.
• Executing Quality Control activities to ensure final deliverables meet Helios Towers quality standards.
• Conducting Quality Assurance reviews of Helios Towers works and customer works on Helios Towers sites.
• Ensuring completeness and accuracy of As-Built documentation submitted by subcontractors and clients.
• Training subcontractors on Helios Towers installation standards and quality assurance processes.
• Reviewing subcontractor Risk Assessments and Method Statements to ensure compliance with Helios Towers Health & Safety standards.
• Verifying ICNIRP compliance in designs and installations and conducting on-site Health & Safety inspections.
• Acting as the onsite point of contact for subcontractors, obtaining regular progress updates and scheduling inspections, testing, and commissioning activities.
• Arranging site access in line with project delivery schedules and contractual milestones.
• Maintaining subcontractor quality performance records and managing snag identification and closure.
• Identifying and escalating project risks, scope deviations, and quality issues to the Project Supervisor and Project Manager.
• Managing closure of snags and incomplete works identified during QA reviews.
• Supporting structured project reviews and identifying continuous improvement opportunities.
• Contributing to capability building within the Projects team through collaboration, coaching, and knowledge sharing.
Key Performance Indicators (KPIs):
• Compliance with Helios Towers Quality Plan and H&S Plan
• Zero major H&S non-conformities
• Design Pack approval accuracy and first-time-right execution
• Timely closure of snags and punch list items
• Accuracy and completeness of As-Built documentation
• Subcontractor performance quality scores
• On-time project milestone achievement
• Customer acceptance and satisfaction levels
Requirements for the Role
To succeed in the role, you will be/will have:
• Diploma or Degree in Engineering or Project Management.
• 3–5 years’ experience in complex engineering or capital projects (telecoms, energy, civil, oil & gas).
• Experience coordinating, supervising, or controlling site-based project activities.
• Experience operating in Africa and managing work in remote or challenging environments.
• Professional working proficiency in French; English desirable.
• Willingness and ability to travel frequently to provincial and remote project sites.
• Project Management certification (preferred).
• Quality and/or Health & Safety certification (desirable).
• Experience in DRC or similar operating environments (desirable).
