Project Supervisor
Helios Towers is a leading independent telecommunications infrastructure company, having established one of the most extensive tower portfolios across Africa. Overview
As Project Supervisor, you will play a central role within the Projects Department, supporting the successful delivery of telecom infrastructure projects across Helios Towers DRC. Reporting to the Project Manager, you will be responsible for planning, monitoring, controlling, and coordinating active projects to ensure delivery on time, within budget, to the required quality standards and in full compliance with Health & Safety requirements.
You will ensure that robust project plans are developed and approved at project kick-off, including scope definition, cost estimates, schedules, quality controls, safety planning, and risk identification. Throughout execution, you will drive governance, documentation accuracy, stakeholder alignment, and proactive risk management, supporting continuous improvement and successful project close-out.
Role Responsibilities
As a Project Engineer – Quality Assurance, you will be responsible for:
- Working closely with the Project Manager and Group PMO team to developing and strengthening project management processes that enable Helios Towers to exceed customer expectations during project delivery.
- Creating and controlling project cost estimates and schedules that meet defined success criteria, while continuously monitoring time and budget performance to ensuring delivery objectives are achieved.
- Coordinating and supervising the Project Quality Plan to ensuring systematic verification of all Quality Control activities, including aligning specifications, drawings, inspection, testing, and commissioning plans and securing necessary approvals.
- Preparing and updating project status reports and arranging and facilitating stakeholder meetings to ensuring execution of the defined communication plan and maintaining alignment on project status, risks, and opportunities.
- Applying and maintaining a structured risk management approach by identifying, assessing, and managing project risks and opportunities, updating the risk register, and aligning stakeholders accordingly.
- Establishing and maintaining project trackers and execution plans for all projects identified through the Sales & Operations Planning process.
- Demonstrating and promoting a proactive, risk-based Environmental, Health & Safety (EHS) approach, ensuring compliance through formal training standards and on-site supervision practices.
- Coordinating and managing all materials, manpower, subcontractors, and logistical resources required for successful project execution.
- Ensuring and maintaining full compliance with Helios Towers Project Management processes, including owning and updating all project documentation, templates, databases, and reporting tools in a timely and accurate manner.
- Building and incorporating project plans that account for DRC-specific logistics constraints, including customs clearance lead times, import permits, local administrative approvals, seasonal accessibility challenges, and transport considerations.
- Identifying and driving continuous improvement opportunities through structured project reviews, collaborating with Group and OpCo PM teams, and contributing to capability building through coaching and mentoring.
- Collecting, documenting, and integrating lessons learned related to DRC logistics, customs, and community engagement into project management templates and trackers for OpCo reuse.
Requirements for the Role
To succeed in the role, you will need:
- A recognized Project Management certification.
- A Diploma or Degree in Engineering or Project Management.
- Professional proficiency in French (mandatory); professional English is desirable.
- Knowledge of local languages (Lingala, Kiswahili, Tshiluba) is considered an advantage.
- 5–8 years of relevant experience in complex engineering or capital-intensive projects (energy, civil, oil & gas, telecoms), with demonstrated experience coordinating, controlling, or supervising projects.
- Proven operational experience working in Africa, including the ability to operate effectively in remote locations and manage dispersed or remote teams.
- Prior operational exposure to DRC or similar high-logistics / high-security African environments (desirable).
